I too came up with this solution and I don't understand why G*2c is not mate

1. R'24 G'23
2. G'21 k13 and thus no mate.

Unless you can give me your 3rd move,then I can give you more reasons why it's not a mate.

Ryoutak is correct. After R*2d, instead of running, the king can simply drop a piece to block.

Remember, king's side in a tsume has all pieces in hand that aren't on the board or in your hand.

That's the bit I forgot about having all the pieces in hand. Must remember for future problems
